New Border Measures for Visitors Entering Singapore – Singapore is gradually opening up its border to visitors as the global health situations improve. The country has decided to extend its border reopening to more countries including Indonesia.

Steps to Follow for Entry to Singapore
Before you decide to book flights to Singapore and explore the country, you should prepare and follow these steps below:
1. Stage 1: Pre-Departure to Singapore
For Short Term Visitors from Indonesia
- Hold an accepted proof of vaccination of 2 doses or booster dose. Indonesian travelers can present their proof through PeduliLindungi. You can also register your vaccination certificates to get recognition from the Singapore government here.
- Travelers should submit an SG Arrival Card (SGAC) with their pre-trip health and travel history declaration, 3 days before arriving in Singapore.
- Download the TraceTogether app and register the profile for contact tracing.
- Travelers can use all flights to Singapore with any airline.
- Children under the age of 12 will be exempt from the vaccination requirement.
- Travelers who have been vaccinated with a single dose or have not been vaccinated are required to have travel insurance with a minimum coverage of S$30,000 against medical costs related to COVID-19 and show a negative result of RT-PCR or Rapid Antigen test 2×24 hours before departure to be checked upon check-in.
- Fully vaccinated travelers (dose 2 or booster) who wish to enter Indonesia from Singapore, will be exempted from a quarantine and COVID-19 test before departure or upon arrival in Indonesia.
- Travelers who only have their 1st dose of vaccine or haven’t been vaccinated, should undergo a quarantine for 5×24 hours in Indonesia and present a negative result of RT-PCR test before departure to Indonesia.
2. Stage 2: Departure to Singapore
Documents Checking Pre-Departure
Upon check-in at the departure airport, travelers must present these documents:
- Acceptable proof of vaccination (2 doses or booster dose).
- A valid visa (for visitors who require a visa).
- SG Arrival Card and Health Declaration form that has been filled in online.
- A valid proof of negative result RT-PCR or Rapid Antigen test for those who only had one dose of vaccine or haven’t been vaccinated.
3. Stage 3: Arrival in Singapore
a. Immigration Clearance
Follow the instructions and signs given by the staff upon arrival.
- As part of the immigration clearance, travelers must present the same set of documentation listed in Stage 2. Failed to do such will be denied entry to Singapore by the Immigration & Checkpoints Authority (ICA).
- Travelers may only purchase goods and services from permitted concessionaires within the airport transit areas or enclosed areas of Arrival Hall.
b. Transportation to the Designated Self-Isolation Site
- Travelers must go directly to the designated self-isolation accommodation for those who have to serve Stay Home Notice.
- Departure to self-isolation accommodation can be done using private transportation, taxis, or private rental cars (eg GrabSHN, Go-Jek, Ryde, MVL(TADA), through the respective provider’s application).
4. Stage 4: Stay in Singapore
a. COVID-19 Safe Management Measures and Proof of Vaccination
- Travelers must comply with the latest public health measures. Including the use of the TraceTogether application which allows identification of close contacts of positive COVID-19 cases.
- Some activities in Singapore may require proof of vaccination (eg attending large events, entering shopping malls, and dine-in).
- The vaccination status of all fully vaccinated travelers will be automatically displayed on the TraceTogether app approximately 1 day after arrival in Singapore.
5. Stage 5: Departure from Singapore
Before leaving Singapore to your next destination, make sure to check the regulations and documents needed to support your trip since each country has different entry policies.
